This study makes a microcopic analysis or the changes in the operations of the activities of homes for the aged caused by the Poor Relief Law, which designated them as Relief lnstitutions under public authority, and supplied them with Relief Subsidies.  The activities under the Poor Relief Law of the Kobe Yoro-in, where many original documents remain, were classified and analyzed at this time, with a focus on the structural relationships among the policy making body, the old age home and the (aged)residents.  The Kobe Yoro-in,established in 1899 by the Christian Nobue Terasima(1867-1918), continues to operate as a social welfare corporation, now called the Kobe Rojin Home.
