An anonymous questionnaire survey was conducted on about 494 elderly persons living at home in City B and Town C in Prefecture A and City E in Prefecture D. The survey included questions about basicrespondent attributes (age, gender, family structure, working status, and subjective health), functional and structural integrity (14 items of motor function,9 i tems of auditory function,7 items of visual function, and 10 items of memory function), and health-related QOL. Content validity was examined using the Exploratory Factor Analysis with Categorical Indicators and the Item Response Theory. Construct validity was examined using Structural Equation Modeling using the factor structure model along with external iteria. The reliability of criteria developed in the study was examined using the Kuder-Richardson Formula 20 reliability coefficient. Each one-factor model composed of items selected by Exploratory Factor Analysis and the Item Response Theory, i.e., 9 items of motor function, 5 items of auditory function, 4 items of visual function, and 6 items of memory function, fit to the data. As well, the factor structure model of the tentatively established criteria for functional and structural integrity measurement fit to the data, with \"motor function,\" \"auditory function,\" \"visual function\" and \"memory function\" as first-order factors and \"functional and structural integrity\" as the second-order factor. Furthermore,t he hypothesized causal model fit to the data, with the functional and structural integrity of elderly persons as measured using the tentative criteria as independent variables and with health-related QOL as the dependent variable. The reliability of the tentative criteria was supported with a coefficient of 0.846 for the 9 items ofmotor function, 0.678 for the 5 items of auditory function, 0.691 for the 4 items of visual function, 0.730 for the 6 items of memory function,and 0.831 when all 24 items were included. The content validity,construct validity, and reliability of the tentative criteria for measuring the functional and structural integrity of elderly persons living in communities were statistically supported. It is surmised that the criteria can be of use not only in measuring elderly persons' health in terms of functional and structural integrity but also in providing basic data to be used to develop criteria of overall health status including \"Activity\" and \"Participation\" as proposed in the
