Based on the Policy Window Model by Kingdon J.W(1984), this study attempted to explore a case in which the water fluoridation plan of a sertain town was called off as a result of the mayoral election held after its merger with another. The existing documentation including official documents, agendas for seminars and symposia were reviewed to clarify the decision-making process.
