This paper demonstrates the plan, educational system and administration of the village. His Practice was a good example of community development with health promotion as a core concept. High mortality of infants in the village was a critical health problem closely related to traditional customs and economy there. For this reason, a policy that incorporated the whole village and included three pillars:economy, self-government, and culture was promoted. A multidimensional cooperative, using collaborative assocation (Healthy Network) was established involving not only professionals, such as shool physician, midwife, nurse, kindergarten and other teachers, but also village representatives of the ladies' society, and a younng women's association.
